Full-time Position in Inner Harbor


The City of Baltimore is in search of a Director of Digital Services in the Mayor's Office of Information Technology (MOIT). The position is a senior-level role that reports to MOIT's executive leadership and is responsible for developing and executing a digital strategy for the City of Baltimore, including the management, monitoring, and oversight all aspects of the following:

  1. Digital Service Delivery
  2. Cloud and DevOps Adoption
  3. Digital Marketplace Development and Management


Selection Process


  • Digital Service Delivery
    • Assist in building an internal team consisting of Designers, Developers, Scrum Masters, and Product Owners
    • Act as the face of Digital Services to the Baltimore community at events, conferences, etc.
    • Participate in strategic formulation and implementation of organizational change in MOIT
    • Partner with the Chief Data Officer (CDO) to support development and implementation of Open Source Policy
  • Cloud and DevOps Adoption
    • Oversee all aspects of DevOps adoption within MOIT including development, QA, automation, and culture
    • Facilitate transition to a Cloud-based operating model
    • Provide leadership and management to the DevOps team
    • Develop, implement, and optimize the software build approach
    • Institute DevOps principles and practices in order to increase the speed, quality, and resiliency of the software that we deliver
    • Keep a customer-focused mindset, prioritizing developer productivity and application uptime
    • Prioritize build tools and automation to accelerate development and increase code quality
    • Provide the high-level system monitoring with an understanding of reliability, availability, and failure management/mitigation needs
    • Implement Infrastructure as Code (IaC) and orchestration with tools such as Salt, Ansible, Chef, and Puppet
    • Work with Cloud providers such as AWS, Azure, etc.
  • Digital Marketplace Development and Management
    • Partner with Procurement to support the creation and management of agile approaches and vehicles
    • Identify and manage agile Digital Service Vendors
    • Work with internal government agencies to identify potential projects and help organize work to be completed by internal and vendor teams
    • Manage Task Orders and agile vendor teams
    • Manage the on-and off-ramp of approved vendors
    • Regularly engage with the local tech community


Minimum Qualifications


  • Bachelor's degree in Computer Engineering, Computer Science, or related technical field with and 4-7 years of related software development experience
  • Proven successful track record in a similar role and evidence of strong leadership skills as demonstrated by a minimum of 3 to 5 years in a leadership position
  • Demonstrated experience managing software delivery projects that use modern practices, such as user-centered design and agile development
  • Demonstrated experience in information management projects and programs
  • Demonstrated experience with agile methodologies (Scrum, Kanban, XP, etc.) within an IT environment
  • Working experience with the US Digital Services Playbook (
  • Demonstrated experience with creating best practices and methodologies for technical initiatives
